Can anyone help where do I change “Your Rocket.Chat administrator has disabled the changing of email”

Administration > Settings > Accounts: Allow Email Change
This still does not work for me even though I have “Allow Email Change” set. When a user goes to change their email address, they are prompted to enter their password and even if the password is correct they get an “invalid password” message in the upper right corner when they click “save changes”. Any ideas what i can look for to try to debug this?
Do you have “Allow editing profile” turned off? If so this overrides all other “edit” settings (including allow password change). There is a defect entered for this - See conversation on QA-Regression: User is not able to change the account password. · Issue #19604 · RocketChat/Rocket.Chat · GitHub
