Moderator can't add user to joined channel

Hi,
I have a community deploy of 7.13.3 on Debian,
I have two users with roles User+Moderator, both joined in a particular private channel that neither own.
In the Members button of that channel, only one of those users can see the “Add” button in order to add more users to that channel.

I checked the Permissions settings of the workspace, specifically, the “Add User to Any Joined Channel”. This is ticked for Admin, Moderator and Owner. So both users should be able to add users to the channel.

I tried ticking the option for “user” to be able to add User to any joined channel, and the button appeared for the problematic user. So it seems like the system does not recognise that this problem-user has the Moderator role.
