How to enable email notifications for offline users?

Hi

I would like the offline users to get email notificarions with the mentions. I have a working SMTP and all that., i just cant find where the setting is given there are a lot of settings.

I saw in some post that it was recommended to use account-generall offline email notification, but I do not see that option in 3.15.

Setup SMTP

Set the default email notifications in Admin/Accounts

Users then set their own in their profile.
