Self-hosting with no internet and no user email addresses

Hello,
I am considering using Rocket.Chat as an internal communication tool at a small regional hospital located in an african country. The hospital employs 50+ persons, but less than 40 would use the tool.

The hospital has no internet connection, and only a few users (about 5 to 10 have an email address that they seldom use via their mobile phones).

When creting users in Rocket.Chat, I am requested to enter an email address for the user. I tried using the same address (my own) twice, but it got rejected the second time…

Is there really no way to use Rocket.Chat without personal email addresses and without internet connection ?
