Self-hosting with no internet and no user email addresses


I am considering using Rocket.Chat as an internal communication tool at a small regional hospital located in an african country. The hospital employs 50+ persons, but less than 40 would use the tool.

The hospital has no internet connection, and only a few users (about 5 to 10 have an email address that they seldom use via their mobile phones).

When creting users in Rocket.Chat, I am requested to enter an email address for the user. I tried using the same address (my own) twice, but it got rejected the second timeā€¦

Is there really no way to use Rocket.Chat without personal email addresses and without internet connection ?
