Disabled permission "View History [ID: view-history]" does not take effect

Description

Guest role has View History [ID: view-history] permission disabled. If I create user with guest role, this user is still able to see channel history. Although it shouldn’t.

Is this a bug, or some work in progress feature?

I thinks that View History [ID: view-history] permission currently don’t used in code base.
