I want that every chat will be in a discussion so everything will be organized.

You can create a readonly channel.
With that, only owners will be able to write into that it or create associated discussions.
I tried this option but it doesn’t help me because then (as you said ) only the admin can add a discussion
I want all the users to have the option to add a discussion but not to write in the chat (on the channel)
