Add the ability for the user to permanently disable the auto-scroll feature

Hi

We have a rocket chat installation with around 500 users.

One thing that often comes up is the lack of ability to permanently disable the auto-scrolling feature.

Hoping this feature could be added, a quick auto-scrolling toggle would be quite helpful for some of our users.

The auto-scrolling feature is very frustrating to some of our Users. Our chats are very large, fast and long, and sometimes people need to scroll up an hour to see what someone had said then, but get pulled down by the auto-scrolling feature.

This is one of the biggest complaints we have with Rocketchat - we want to encourage more people to participate and not leave our chats out of frustration…
