Push - What criteria is actually considered before a push notification is sent?

Hello,

What actually makes the determination of when a push notification is sent? So far I can only get it to send a notification if I sign out of the desktop client. Is there some other criteria?

I have tried setting my status to away but I still don’t get push notifications. They only seem to get sent if I sign out.
