OVERWRITE SETTING NOTIFICATIONS_SCHEDULE_DELAY not working on a docker install

Description

We just started using Rocket.Chat in my company for communication but there is an issue with mobile push notifications if there is an active PC session. As far as I know, there is a standard 120-second delay. I did some testing with my colleague and we can confirm this. However if Rocket.Chat is closed on PC then I receive push notifications instantly. I want notifications to work instantly anytime even when I have an active session on my work PC.

I followed the steps provided in this thread, but it made no difference.

I also tried to include this variable in .env file but it didn’t work either.
I changed ENV VARs in both docker-compose.yml and docker-compose.yml.save just to be sure and still if I have an active session on PC the delay is 120 seconds
