I want to change username text Color and active navigation panel text colors.?
In my logo color does not suitable with default theme colors.
So want to change these color’s.

Check out Administration->Layout and play with the color values. Alternatively use your browser and find what css class is being used and in Administration->Layout add css to overwrite it.

I have tried with Layout but i don’t see any changes in Username Text & Nav Panel Text.
Sry i am not Web developer so i can’t edit css codes.
I don’t think there is a setting that will come right out and say that it is for username text.
Likely the color will be used by other text as well.
So the editing css or adjusting a color variable are your only options currently. Maybe reach out to someone with some css experience. It should be fairly easy to find and add a rule if changing the color of only the username is important to you.

This is one of those things that while it is technically possible and we try to make sure its flexible as possible for those that want to go above and beyond… Its up to you to do. Its not something officially supported and we have no recommended way of doing so, otherwise there would be an option in layout to do.
