This happened to my organization too. It was after and upgrade to 4.6.0 for us.
A work around is to search via the directory (the globe icon) and they can start the direct message from there.
We then upgraded to version 4.6.1 and this seemed to fix it though I don’t know if the fix was in 4.6.1 or if it just went away after we did the upgrade…
Hopefully this helps a bit.
This was fixed on latest versions.
