Desktop notifications stopped working

Hello,
after upgrading Windows 10 from 1803 to 1809 desktop notifications stopped working, even when I click TEST DESKTOP NOTIFICATIONS nothing appears.
Could you help me with that?
my client versions are 2.14.6/7.
