Change owner channel, invite new user

Hi!
I need two pieces of information.

  1. Can I change the owner of a private channel from the level of the Administration Panel, or from the chat console, as an administrator? I am not a channel participant. I am talking about the situation without changing the channel from private to public, making changes and changing to private.

  2. Can I invite a selected user to a private channel without being a participant?
